I removed and then reloaded Cuda 0.9.2. I was also careful to insert the cudnn into the cuda directory.
Guess what. 
The command line test worked and the IDE worked. I seem to remember updating the driver recently.
I’m excited. I’ll start developing and let you know how it goes.
